What does this say about the region?: What this says about the region is that Russia had a lot of health issues and because of those health issues it caused the death rates to constantly increase. Also, after some research, I found out that most Russians had drinking issues and I think that some people got very bad alcohol poisoning or they could have been drinking so much that when they had to go drive they started drunk driving and that caused them to get into a car accident and die. but, for babies, I think that they were very immune to getting diseases that might have been spreading in the country.
